Focused planning for community-based resource management is essential for progressing toward ‘āina momona. The planning process will help a community to identify its main concerns and develop an agreed set of objectives and activities to help address major issues.  
Community-based planning may align fully with Strategic Planning for a community-based organization - or it may need to be an independent process if for example there are several organizations working in a site that need to come together to plan for the management of that site.
